We have the honour to address you in reference to the facts and circumstances hereunder set forth.

Early in June last we were approached by Commander Wu Kwang Tsung of the Imperial Chinese Navy on behalf of His Excellency the Viceroy of the two Kwang Provinces with a view to ascertaining whether we would be prepared to act as legal advisers to the Imperial Chinese Government in connection with the proceedings in Extradition Cases in Hongkong, and, as the result of our interview with Commander Wu, we addressed to him

the letter under date the 6th June last, a copy of which

accompanies this letter.

On the 12th June last Commander Wu handed to us the

letter of that date signed by himself of which a copy is sent

herewith.

On the 14th June (pursuant to instructions received by

us from Commander Wu) Mr.Harston attended at the Hongkong

Police Court before Mr.Hazeland, the first Police Magistrate,

for the purpose of applying for a remand in respect of the

extradition proceedings against one Lo Nai whereupon Mr.Haze-

land intimated to Mr.Harston that in view of what he understood

to be the decision of the Chief Justice in regard to the "locus standi" of the Chinese Government he (Mr.Hazeland)

could not consent to hear Mr.Harston in the matter until he (Mr.Hazeland) had had an opportunity of conferring with the

Chief Justice.
